This lecture addresses the complex structure of the Iraqi economy, highlighting the challenges facing it, represented by the increasing financial burdens in the general budget due to rising (Paternalistic Care) and the soaring consumer expenditure bill. These factors have generated a significant financial burden, cumulatively increasing the deficit in the rentier general budget, leading to the rise in public debt borne by future generations.
Dr. Dadoosh will provide an in-depth reading of the nature of Iraqi fiscal policy, highlighting how these policies have entrenched the dominance of a rentier economy that relies on oil for over 90% of its revenues, and how government spending has failed to create a productive base for transitioning away from rentierism toward market mechanisms led by the private sector.
