Code of Conduct – Swedish Dialogue

Swedish Dialogue, the forum platform of the Swedish Knowledge & Research Centre (SKRC), is dedicated to fostering a safe, inclusive, and respectful environment for all participants—speakers, moderators, attendees, and staff. This Code of Conduct outlines the behavioral standards expected during all interactions, including events, discussions, and online forums.
Purpose & Legal Basis
This Code supports SKRC’s commitment to:
- Anti‑Discrimination: Enforcing zero tolerance for hate speech or harassment based on characteristics protected under Sweden’s Discrimination Act and EU directives.
- Freedom of Expression: Balancing speech rights with limits set by law—per ECHR Article 10 and Swedish restrictions on incitement and defamation.
- Privacy & Data Protection: Preventing doxxing or unauthorized personal data sharing to comply with GDPR principles.
- Digital Services Act (DSA): Promoting lawful content moderation and swift removal of illegal hate speech, aligned with the EU DSA Code of Conduct+ digital-strategy.ec.europa.eu+12digital-strategy.ec.europa.eu+12theverge.com+12.
Scope
Applies to all participants and channels, including:
- Live events: webinars, panels, forums
- Online interactions: chat, Q&A, forums
- Social media and email discussions related to Swedish Dialogue
- Any associated networking or in-person activities
Expected Conduct
Participants must:
- Act Respectfully: Show empathy, professionalism, and politeness.
- Encourage Constructive Dialogue: Base contributions on facts and logic.
- Use Inclusive Language: Avoid derogatory terms or micro-aggressions.
- Safeguard Privacy: Never disclose personal data without consent.
- Credit Sources: Cite references accurately and acknowledge ideas.
- Comply with Moderation: Follow real-time moderator requests and guidance.
Prohibited Conduct
The following constitutes zero-tolerance violations:
- Harassment & Hate Speech: Targeted insults/disparaging remarks, threats, incitement or violence based on protected traits digital-strategy.ec.europa.eu+1ec.europa.eu+1wired.comtechlaw.iedigital-strategy.ec.europa.eu+5medialaws.eu+5wired.com+5.
- Sexual Misconduct: Unwanted sexual remarks, advances, or imagery.
- Defamation: Spreading false statements that harm a person’s reputation.
- Privacy Breach: Sharing personal contact info, identifiers, or data without consent.
- Malicious Behavior: Spamming, trolling, hacking, or data harvesting.
- Illegal Content: Any content violating EU or national laws.
- Unauthorized Promotion: Unsolicited marketing, political campaigning, or self-promotion.
Moderation & Enforcement
- Real-time Moderation: Trained moderators monitor in good faith.
- Response Timeline: Harmful or illegal content removed or flagged promptly, following DSA obligations ec.europa.eu+15digital-strategy.ec.europa.eu+15commission.europa.eu+15bipt.be.
- Consequences: Warnings, content removal, event expulsion, account suspension, or referral to authorities in cases of illegal behavior.
- No Retaliation: Reporting in good faith is protected, and retaliation is prohibited.
Reporting Process
Violations can be reported:
- During Events: Use private chat or notify a moderator directly.
- After Events: Email admin@swedish-dialogue.com with:
- Your contact details (kept confidential)
- Names of involved parties
- Date, time, and description of the incident
- Supporting evidence (screenshots, chat logs)
- Witness information, if available
All reports are handled with confidentiality and follow-up within 5 business days.
Appeals Process
If you disagree with enforced actions, submit an appeal within 10 calendar days of notification. SKRC’s Review Panel—a mix of senior staff and independent experts—will reassess within 15 business days. Their decision is final.

Aligned with EU Web Accessibility Directive, EN 301 549, and WCAG 2.1 AA:
- Innovative accessibility features (captions, screen-reader support)
- Multilingual assistance (starting with Swedish, English & Arabic)

Updates & Review
This Code is reviewed annually or when regulations change (e.g., EU DSA, GDPR). Revisions become effective upon posting; continued participation indicates acceptance.
Governing Law & Jurisdiction
Subject to Swedish law, with enforcement under SKRC’s Terms of Use. For participants in the EU, informal dispute resolution can be sought through the European ODR platform.
